Phase 3 introduces Mount Hyjal and the Black Temple, and with them the biggest gear jump of the expansion so far: 5/8 of the Onslaught tier 6 pieces, armor-penetration items, epic gems - and the legendary twin blades Warglaives of Azzinoth of course. For Fury most of the best pieces in this phase are not tier 6, the set bonuses are simply not strong enough to make up for the stats that other items offer.

Gems

Meta: Relentless Earthstorm Diamond. Fill red sockets with Bold Crimson Spinel, yellow with Inscribed Pyrestone, and blue with Sovereign Shadowsong Amethyst - try to maximize strength, while still keeping the meta socket bonus active.

Talents

21/40/0 - deep enough into Arms for Impale and Death Wish, the rest into Fury.

Rampage should be skipped in favor for Deathwish as it only grants flat attack power, which scales worse and worse as your gear improves.

How much hit do you need?

142 hit rating (9%) is the number that matters. That caps your special attacks (e.g Bloodthirst, Whirlwind) against level-73 bosses, at 15.77 rating per 1%. Reaching it is worth more than any other stat, but at this stage it’s easily achieved from the gear alone and the talent Precision would be 3 wasted talent points. If you’re a Draenei or group with one, Heroic Presence lowers the cap by another 1%.

Hit keeps paying past that, just at a lower rate: dual-wield auto-attacks miss 28% of the time, and whites are a big share of fury damage and rage generation. Don’t gem or enchant for hit once your specials are capped.

What about expertise?

Expertise is hit’s sibling stat: each point removes 0.25% from the boss’s chance to dodge you. Raid bosses dodge 6.5% of attacks from behind, so 26 expertise (about 103 rating, at 3.94 rating per point) removes dodges entirely.

You will be far from 26 expertise in Phase 3, and that’s fine. The BiS list carries 6 expertise from gear (all of it on Belt of One-Hundred Deaths). A human gets 5 more when wielding a sword (Sword Specialization) or a mace (Mace Specialization), and orcs get the same from axes with Axe Specialization. There are no expertise gems in TBC and almost none on Phase 3 gear, so treat every point the list gives you as a bonus, not a target to chase.
